Can you buy in Valletta?

Foreign buyers & the AIP permit

EU citizens can generally buy on the same terms as Maltese nationals. If you are not an EU citizen, an Acquisition of Immovable Property (AIP) permit is usually needed to buy — except in Special Designated Areas (SDAs)SDA, where anyone can buy freely with no permit and no limit on the number of properties.

Tenure — freehold vs ground rent (Ċens)

Many Maltese properties are sold subject to a perpetual or temporary ground rent (“ċens”) rather than full freehold. It is normal and legal, but the type and annual amount affect value — always check what you are actually buying before signing.

Renting — your rights as a tenant

Long lets are registered with the Housing Authority, with a minimum term and capped in-contract increases. Malta has no automatic deposit-protection scheme, so agree deposit terms in writing and never pay before viewing in person.
